Another NSCA enhancement request

I'm seeing that send_nsca does not detect a filure of encryption
keys. If the client has password A and the server has password
B, the client reports a successfull transmission while the
server logs that it was not able to decrypt the data. It seems
that an error code should be reported to send_nsca when
decryption failed.
