Recovery not getting sent during downtime?

This sounds like a bug.  I don't recall the exact specifics of the 
notifications bug fixes in the 2.x branch, but I think at least one 
dealt with scheduled downtime.  You should upgrade to 2.5 to catch up on 
other bug fixes as well.  Hope that helps.
