setting check_external_commands et al in cfg_file files

ah, yes... that makes sense. thanks for setting me straight
on that. i'll see about a better method for making the
external_commands optional. perhaps i will just turn them
on, but use filesystem permissions to prevent it from
being usable without intervention.
