NDOUtils 1.4b1 Released

Hi Ethan,

thanks a lot for the update!

Just for completeness as I stumbled upon it, the database-docs seem to
be missing the
state_type field in the statehistory table.
I guess:
0 = SOFT
1 = HARD
?
