Patch to use <label> tags in CGIs

Hello

I'm very surprised that this hasn't already been submitted. Well, I
assume it's not been submitted as it's not in current cvs.

Anyway, I've added <label> tags to the CGIs, to make them /much/ more
user friendly. I'm attaching the diff to this email. Please can this
be (tested and) committed to cvs, and included in the next release?
