Interesting discussion.
A solution that would be acceptable is to introduce a config-time macro,
named $HOST_CONTACTS$ (or %HOST_CONTACTS%, to differentiate runtime
macros from config-time ones), which is implicitly added for services
with no contacts, but can be explicitly added when one wants to add to
that list.
Many people rely on the current configuration to stay exactly the way
it is, and those folks generally don't make their voices heard (since
they're already content). Rewriting inheritance logic so it changes in
any way is therefore not acceptable. Probably not even when we do a new
major version release.
