help w/ nagios permissions

hello,

i am receiving this error . 
Error: Could not open command file '/usr/local/nagios/var/rw/nagios.cmd' for update!
 i followed the permissions written in the document but it still gives me the same error message whenever i do scheduled immediate check command.    pls. see my config below.

drwxr-xr-x    8 root     root         4096 Nov 22 06:10 ..               -------------->  i believed this is my error. it should be nagios instead of root

-rw-rw-r--    1 nagios   nagios          0 Nov 26 03:36 downtime.log

anybody here experienced the same error and was able to isolate it?
