Maybe I'm wrong...but I have to say your question is not that clear. I
explain why I'm confused.

Perl package Net::SNMP versus ucd-snmp. They are not the same.

But I'm pretty sure your concern is about the snmp protocol, not the
Perl module...

Then www.google.com and search "what is ucd-snmp"...
Results: 
~47100 pages...
I jumped on the first one. http://net-snmp.sourceforge.net/
Read the 2 first lines...
