CGI Issues - external commands ?

Hey all. I have a user that I use to login intot he nagios web
interface.... and I've given him ALL of the following rights in CGI.cfg:
authorized_for_system_information
authorized_for_configuration_information
authorized_for_system_commands
authorized_for_all_services
authorized_for_all_hosts
authorized_for_all_service_commands
authorized_for_all_host_commands
But everytime I try to schedule a service check, or supress warnings I get:
"Sorry, but Nagios is currently not checking for external commands, so
your command will not be committed!"
I can't seem to figure it out... can anyone point me in the right direction?
