I'll be able to answer your first question, but not your second.

Yes, there's a way.  Set them up with guest access.  In cgi.cfg:

authorized_for_all_services=guest
authorized_for_all_hosts=guest

Don't forget to set guest's password to something like 'guest'.  ;)

If you don't feel it's appropriate for your CEO to login as 'guest', then
change all references above from 'guest' to 'ceo' or whatever you feel is
appropriate.
