icon_image directive not working

Isn't 'icon_image' attribute one that belongs in a separate config file
for extended configuration. Then you put a pointer to that config file
in the cgi.cfg file.
I used graphics.cfg but i don't recommend that name because you can add
so much more to information to this file..
