Plugins release 1.3.1

I have just released version 1.3.1 of the plugins. This is a bugfix
release.

Changes I remember include:

check_http now accepts the full set of RFC 2396 characters in path
check_snmp now passes -t to snmpget
urlize has note about effects of shell expansion
urlize keeps option order, thus passing options to invoked plugin
check_tcp can limit size of incoming stream
check_http fixed for when server closes immediately
