Error: Could not open command file

Thanks Marc. I looked at the file permissions and noticed that my httpd
users could not write to the file. Corrected the permissions, and now
everyone is happy.

If the file does not exist or if the permissions on the file or
directories above it do not allow for writing by whatever user was
attempting to write to it (I assume the user your httpd runs as).
