why Nagios not checking external commands?

When I try to acknowledge a down service, I get a message saying "Sorry, 
but Nagios is currently not checking for external commands, so your 
command will not be committed!"

This is strange, since I followed documentation and put the following in 
cgi.cfg

check_external_commands=1
command_check_interval=1
command_file=/usr/local/nagios/var/rw/nagios.cmd

I also chmod 777 /usr/local/nagios/var/rw.

I don't see the nagios.cmd file being created when I try to acknowledge 
the down service either. I am just using standard install config. Web 
server runs as "apache", all nagios stuff is owned by "nagios"

Please help...
