Hey there,
I have the same configuration (redhat 9 + nagios 1.2). I installed the RPM
and that works fine for me. I have to notice that i used some other
(default) directories.
Are you sure that the owner of the file htpasswd.users is nagios?

Just so you are aware, the nagios website doesn't allow you to
'configure' Nagios, just adjust some of its runtime parameters.
You still have to write the config files or use some other tool
to do that for you.
