Treat timeouts as "Unknown"

There isn't a configuration entry for that, but the function in
the core code that performs service checks probably has just one
place where the timeout-severity is set. It would probably be
simple to change that and recompile. Even better would be to
write a patch to make it configurable and submit it to the
-devel list :>
