Problems with nagios.cmd

Hi all,

Well I have exhausted my google options and thought I best put this to the 
mailing list.

I'm running Fedora Core 3 with Apache/2.0.5 (Default RPM)...

It took me a while to get the cgi's working (for those that have had 
problems I had to do this to get the cgi's working with suexec and Apache 
2 on Fedora)
chcon -R -t httpd_sys_content_t /usr/local/nagios/sbin/ 
chcon -R -t httpd_sys_content_t /usr/local/nagios/share/
After running those commands all the cgi's run fine.

I've set-up authorization on the cgi's so I can submit commands via the 
web, but now I have a problem with the nagios.cmd file. 

I have used the FAQ's and set all permission's and have tried all sorts of 
combinations.
This is the error I get..

Error: Could not stat() command file 
'/usr/local/nagios/var/rw/nagios.cmd'!
The external command file may be missing, Nagios may not be running, 
and/or Nagios may not be checking external commands. 
An error occurred while attempting to commit your command for processing

I'm not sure what/where to go from here to get this working.
nagios creates/removes the nagios.cmd file as you start and stop nagios.
I have set all the permission's on the /usr/local/nagios/var/rw/ as 
instructed in  http://nagios.sourceforge.net/docs/1_0/commandfile.html and 
restarted apache.

Is there any logging/output/debug that I can check/run to try and figure 
out why the cgi's cannot access /usr/local/nagios/var/rw/nagios.cmd
