Why is it that my recommended value for max_concurrent_checks is just 9?
Can it be because, I am running it on a low end machine with low memory?

I don't really think that's taken into account at all. It's more a
function of the factors listed below. Primary among those is going to be
the total hosts and services, average check interval and the interleave
method.
