Why would NTP be alarming critical if the offset is less than 60
seconds? default is 60 right? is my syntax incorrect?

Usage: check_ntp -H <host> [-w <warn>] [-c <crit>] [-v verbose]
<warn> = Clock offset in seconds at which a warning message will be
generated.
Defaults to 60.
<crit> = Clock offset in seconds at which a critical message will be
generated.
Defaults to 120.
The same warning and critical values are used to check against the
dispersion
column of ntpdc/xntpdc for the host being queried.
