Getting an intermittent permissions problem

Hi,

I just installed nagios and have started adding config data.  I also followed
the install instructions to properly secure all the pages.  The end result,
however, is inconsistent.  For example, when I click on the host detail link,
about one third of the time the page loads without any problem.  But the
other two thirds of the time, instead of the data, I get the following
displayed under the column headers:

    It appears as though you do not have permission to view
      information for any of the hosts you requested...

    If you believe this is an error, check the HTTP server 
      authentication requirements for accessing this CGI
         and check the authorization options 
           in your CGI configuration file.


Security should either disable my access everytime or allow it.  The behavior
I'm seeing is inconsistent and confusing.  Anybody have any ideas?
