Instead of doing it via SNMP, cisco routers and the like usually have
a 'netflow' feature. There are many tools that can use this
information.

The best, IMHO, is flowscan
(http://net.doit.wisc.edu/~plonka/flowscan/). There is a good HOWTO on
setting this up located at:

We use this to graph campus bandwidth, and I know there is also a
module called 'flowmonitor' that can do ISP style bandwidth watching.

If you don't want to go down that route, cricket (cricket.sf.net) can
do monitoring of bw, I think it also has features for notifications. 

While nagios could probably also do this, via some SNMP plugin,
doesn't really give you any quantative history of the data.
