Nagios can send out notifications for a service being
up/warning/critical/unknown, and it can also send notifications for a
host being up/down/unknown.  These two types of notifications are
handled differently by nagios.  They have their own notification
commands, and own notification time periods.

So, if a service is failing, you should only be notified during working
hours.  If a host goes down, you should be notified any time, day or
night.
