Try stopping nagios, and removing the state retention file (if you are
using that option). Then restart nagios.

Yes I did. It still gives me the same error message could not open
file....
Presuming that your web server runs as the user 'nobody', did you
restart apache _after_ adding it to the nagios group? It's not clear
that's one of the suggestions you found and tried.
