Yes, I now

But I've restartet nagios many times...

And what Is when a host has no services? This can be by workstations
where I want that they are alway up on my status map or 'host detail'.

And what is whit my second problem? when I define the command
check_dummy and the host like in your example, then nagios would not
start. i have the error:
Host check command 'check_dummy!0' specified
for host 'wkst13.lan.webmeischter.ch' is not defined anywhere!
But I've defined it in 'checkcommands.cfg'. the plugin works, i've
testet it:
[root at pdc nagios]# /usr/lib/nagios/plugins/check_dummy 0
Status is OK
