Is nagios actually starting? This might be an indication of nagios not
starting properly, either due to a config error or a crash. Try running
'/path/to/nagios -v /path/to/nagios.etc' to verify your config then try
running it in daemon mode to see if it starts properly with
'/path/to/nagios -d /path/to/nagios.etc'
