Checking the availibility of the NRPE Service

One way to do that is define the host-check command to do a
check_nrpe against the host. When no -c command is supplied it
checks that NRPE is available. That also inherently makes all
services on the host dependent on NRPE.

If that isn't sensitive enough, you could arbitrarily use a
given plugin on the host as the host check, but set with high
enough thresholds that the only non-OK value is when the plugin
fails.
