Installation of 2.0 -missing /usr/local/nagios/etc

make install-config does install it but it's named cgi.cfg-sample. You
need edit it to reflect your environment and rename it. 

That appears to be a slightly changed process from what I remember from
installing 1.x...

Also, I do not believe that the example config files are (fully)
functional. They just give you examples of various configuration
possibilities.
