which contact_group is honored

I'm having a hard time determining which contact_group nagios uses for
hosts & services for those hosts, if specified contact_groups differ.
It appears that the contact_group I have specified for a service
(applied to a host_group) is being trumped by the contact_group
specified for the host_group. For instance, I have a host_group of ldap
servers with contact_group = linux-admins. I also have a service check
of ldap on that ldap host_group with contact_group =
linux-admins-critical. (The difference between the 2 contact_groups is
the timeperiod.)
It looks like when an ldap service check fails for a server,
notifications are being sent to the linux-admins group, instead of the
linux-admins-critical group. How can I make sure, in this situation,
that nagios sends notifications to the linux-admins-critical contact_group?
Similarly, how does Nagios determine which contact_group to use if a host
belongs to more than one host_group and the host_groups have different
contact_groups?
