What must be wrong? It is a fact that there is no official web 
configuration tool for Nagios. There are web _server_ configuration 
specifications, but no tool for managing the actual nagios configuration 
through a web gui.

Also take note that there are no PHP scripts shipped with nagios, so you 
can't possibly get this error from anything included in the official 
nagios distro. You have installed some third party software that seems 
to be bugging out. If you don't tell us (or, preferrably, the mailing 
list of said third party software) there's no chance in hell any of us 
will be able to help you. That's why I gave you some general advice if 
you just want to get rid of the excessive (debug) loglines.
