Maybe I'm wrong but, as the question told about 'user permissions' to be
able to submit downtimes, I thought that he wanted to do it from an external
program. Of course, if it is a real 'human' user, with an account to access
the CGI interface, this should be the preferred way.
If the action should be done from the outside (unattended), you can use the
'automated downtime schedulers addons' of nagiosexchange as examples because
they all use these commands to submit recurring downtimes every day.
