Ok, I did as you said and nagios did create it now

prw-rw----  1 nagios  nobody  0 May 31 09:04 nagios.cmd

yet when I submit a command via web, I again ending up with same thing...

Hi!

You can't set the permissions on nagios.cmd - it's a named pipe. Stop
the Nagios daemon, delete nagios.cmd, restart the daemon and issue some
command. Keep the rest of your questions on the list, since others will
see them there.
