Just to reiterate and clarify what Andreas said... you need an 
authentication
config defined for both directories (~nagios/share and ~nagios/sbin). If you
just put it in ~nagios/share, then you will get prompted for auth info when
you first browse to the nagios directory, but when you use one of the CGIs
your username will not get passed to the CGI resulting in a "not authorized"
error message.
