Newbie problem: Notifications are not being sent out

I am also seeing the issue where no notifications are being sent out 
with the message "No notifications have been recorded in the current log 
file" when I check the notifications link in the web interface.  I am 
running Nagios 2.0b4 on FreeBSD 5.4.
