.pl & .cgi files on apache

 From your previous message I was given the impression that you have 
installed Nagios
from an RPM package. If you did then you have the wrong cfg_file 
statements in your
nagios.cfg which should be in /etc/nagios. The statements should be 
along the lines of

cfg_file=/etc/nagios/minimal.cfg
cfg_file=/etc/nagios/contactgroups.cfg
cfg_file=/etc/nagios/contacts.cfg
cfg_file=/etc/nagios/dependencies.cfg
cfg_file=/etc/nagios/escalations.cfg
cfg_file=/etc/nagios/hosts.cfg
cfg_file=/etc/nagios/services.cfg
cfg_file=/etc/nagios/timeperiods.cfg

If you want more info on the RPM install you can visit my Nagios-notes

http://www.kasenides.org/nagios/nagios-notes.php. These are preliminary 
notes
and they are likely to contain errors!!
