This is the way I understand it as well. A few tests here seem to indicate
that this is the case in 1.2, at least. The check attempts are used to
count the number of criticals *over a specified period* so you wouldn't want
these to be retained - the system doesn't know how long its been down, so it
starts the soft count from zero again.
Since you should have your max_checks and check_intervals set to something
sensible, it should only be a few minutes before things are back to normal.
If you are restarting nagios every hour or so, then you have a different
problem...
