Nagios proposal

Dear 

I do assume that most of u are expert in such software's (Nagios).

Now I have strange demand.

I am currently preparing for enterprise solution (connecting most of the
country universities together through microwave links.

My technical back ground concentrated on Microsoft solutions, and high
technical switching/routing skills.

I discovered through out my researches that Nagios in powerful product
in the field of monitoring (services/ network nodes).

Unfortunately, my UNIX technical skills are almost nothing.

I need the best way to start with Nagios (technically). Can any body
give me a hand?

Note: I am already familiar with HP openview.

One final thing, what about the costs, is it for free, what about the
platform, is it for free.

Sorry for these beginner question, but really I want to prepare complete
technical proposal for the above mentioned proposal including the
monitoring issues.
