problem installing nagios 2.6

These are the sample config files. You did it!
Perhaps you can rename them to *.cfg (so: without -sample)

Did you mean "/etc" or "/usr/local/nagios/etc" ?

I don't think that there are mistakes... just a lot of trees in the wood ;)

Give the online documentation a few more time... it is really good.
