Check_NTP issues

This machine is not responding.  It may not be running ntpd, or the
communication may be blocked in some manner (restrictions on the server,
firewall on the network, etc.)

> sidious:~# ntpq -p localhost
>        remote           refid      st t when poll reach   delay   offset 
>   jitter
>  
> ==============================================================================
>    10.0.0.91       .INIT.          16 u  658 1024    0    0.000    0.000 
> 4000.00

This machine is running ntp, but if that's the entire output, then it is
not synchronized.  It is talking to a single reference clock with no
backup, and the reference clock is invalid (st = 16).
