Not Found ..... tac.cgi was not found on this server

The problem starts when I click on any of the sidebar links that are
supposed to take me to things like the status maps etc. I get the following
error in the browser:
Not Found
The requested URL /opt/nagios/cgi-bin/tac.cgi was not found on this
server.________________________________

I didn't see any errors when I finished the configure and install. I
navigated to the web site using Firefox and all appeared to be working. I
have a basic Nagios welcome page with the side bar and links etc...
All of the faq's, and websites I have checked so far all point to not having
the GD libraries installed. I have them installed though. I don't see
anything missing here.

Yes I know I don't have any auth stuff set in there yet. I just want to get
the darn thing working first (plus I'm already on a fairly secure internal
network). I also verified that the cgi's are actually there and both the
nagios user and the web server user have access to them.
Any help is greatly appreciated.
