Your permissions and possibly users/groups are incorrect. The 'easy'
way to set up nagios on fedora core 4 is 'yum install nagios' as it's
a package in extras. Since you did it the hard way, you'll have to
check permissions (selinux included if you're using it) and make sure
that apache has access to nagios files etc.
