That's not entirely accurate.
That file is a pipe created by Nagios at runtime. It should be wherever
your config file says it should be.
Look for "command_file" in nagios.cfg.

It is created at compile-time, when issued make install-commandmode
It's a named pipe to enable nagios processing external commands, from
cgis, scripts, etc.
And, it's the pipe where nsca writes responses of distributed
monitoring.
