Sorry I realise now I was looking at check_snmp - instead of check_snmp
--help which has a more verbose description.

Run the plugin manually with --help and you'll get the usage messsage.
i.e.:
/usr/local/nagios/libexec/check_snmp --help
Then look at the ranges you can use. You have a way to define an
inclusive range and one to define an exclusive range. It will be
something like "0:20" with will either mean OK between 0 and 20 or
non-OK between these values (I forgot, so look at the help output).
