First i had install libgd2-xpm.... :(
Now i install libgd2-xpm and WORK
THE UFFICIAL HOWTO (http://nagios.sourceforge.net/docs/3_0/quickstart-ubuntu.html) IS NOT CORRECT YOU NEED:
sudo apt-get install apache2
sudo apt-get install build-essential
sudo apt-get install libgd2-xpm-dev
