Status tables are always corrupt after a clean shutdown

I think they are in the correct order, please have a look:
rc3.d/
S19mysql -> ../init.d/mysql
S30nagios -> ../init.d/nagios

rc0.d/
K18nagios -> ../init.d/nagios
K21mysql -> ../init.d/mysql

Any ideas?
