Going Nuts trying to get check_by_ssh to work

I also tried this as well from the server , which does work....
ssh 172.xx.xx.xx /usr/local/nagios/libexec/check_users -w 5 -c 8
Authorized users only.
USERS OK - 0 users currently logged in |users=0;5;8;0
This tells me that
1. ssh as Nagios works
2. the check_users script runs on the remote client fine
3. 2 - way communication is good between the client & sever as I got the response back
I am thinking there has to be something funky in the check_by_ssh script. Sound right ??
