In Opsview (http://opsview.com), we've patched the Nagios CGIs so it "slices" exactly as you say: that host membership does not include all services on that host.
We have this explained here under "Slice services within hosts": http://labs.opsview.com/2007/09/nagios-patch-day/
We plan on putting this back into core Nagios, but would need to add tests and haven't found the time yet....
