Manually run custom command via nagios dashboard possible?

No. That would be akin to building in a secure shell client into Nagios,
which is something we'll most likely never (ever) do.
Most people who've wanted to do similar things make a separate page for
it, point action_url or notes_url to that page, and then handle stuff
in a script of their own.
