readonly user for cgis

Ack, bleck, oh boy.

So I sent out some bad diffs.

I started with an authorized_read_only when I first started doing this but then 
thought about the security risk of implied access with explicit access removal. 
So I redid the changes to the current form of authorized_for_comments and 
authorized_for commands (And this was 6 months ago). So these diffs are only 
useful if you have my previous read_only code. Please ignore the diffs and just 
use the .c and .h files and make your own diffs. I can tell you these are based 
on the nagios-1.0 released code.
