Draft NEB 2.X Module API Document

Hi Folks,

We've been writing some NEB modules here where I work and, in the course
of doing that, I've generated the following explanatory document on
writing NEB Modules for Nagios for in-house use.

I've been given permission to share it with the Nagios community in the
hope that it will be helpful.

I haven't finished the appendices yet - it'll be evolving as time goes on.

Please let me know *constructively* :-) what you think of it...
