No. Nagios checks it but don't notify you while in a downtime.
You have to evaluate the downtimes for you Avail Reports... I don't
know exactly what Nagios will do, in first case it might be that
Nagios will show downtimes as downtimes (cause they are downtimes) or
it ignores downtimes cause it would be no break down if you now that
it would happen.... I am not sure.

Yes, Nagios itselfs doesn't support recurring downtimes but external
commands.
Just have a look to www.nagiosexchange.org and search for "cron
downtime". There are many nice tools and even some small shell scripts
written by Ethan himself:

Hope this link is not broken, if it is go to nagiosexchange.org and
search for exactly this pattern " *Sched Downtime via cron"*

Btw: IMHO, if a host or a service is recurring non-OK and this fact
should be ok for your admins, why don't show them through a downtime
in nagios? It is a downtime, isn't it?
With the additional link from Thomas it is easy to thow them out of
the Web View to only see real alerts.
